I wanna make them black so should I:
Powdercoat them
Ceramic Coat them
Paint them

Powdercoat durable was in my experience. Except for paint you should budget for changing the bearings too.

Powder coating - durable, shiny, not TOO expensive.

Buell wheels are A356T6 aluminum, which does not anodized well. Powder, when done properly, is your best choice. Make sure that your painter is very careful in the curing process, so as not to ruin the T6 condition.
