My issue is that the threads broke off of the stud and vice grips seem to be ineffective in getting it to budge. they just rip at the metal. I have been using penetrating oil to try and get them to budge and it still doesn't work.

any help or suggestions is appreciated

They are red loctite held so heat should help. You may also need to drill them out and maybe even a thread insert to repair the whole thing.

stud extractor from harbor freight did the trick, the stud is not stuck in the extractor though.
