I just drained the fork oil of my wife's low. 12 oz's. This is the wet drain. The manual says 14 oz, Maybe this is the dry measurement?

are you trying to change the oil with out disassembling the forks?

when i re-built my forks, i had to pump the last bit of oil out of them, and then bleed the air out of the dampner rods on re-assebly.

i'm not sure how much oil i put in each. i just filled them, and then siphoned out to the specifed depth. IIRC it took less than 2 quarts for the set of forks. dunno how much i spilled/threw away
