So a friend is having a problem an i cant help can you

"any ideas on this one?...1999 lightning x1 used to build mutant...removed ddfi system and fitted mikuni hsr 43mm easy fit carb...fitted standard harly ecu ( 8 pin ) and coil ( 31614-83a ) bike starts ok and ticks over fine...as soon as i twist throttle it splutters and back fires ( very loud ) if i give it more throttle it repeatedly back fires and cuts out ( bang bang bang bang fhutt) i also get a nice long flame out of the carb...i am wondering if this is a carb prob or an ignition prob!....my tacho also is reading far to high ( at tick over it reads approx 4k rpm ) any ideas?..the plugs are sooty but im not sure if this is coz the carbs too rich or the ignition is not working correct, not allowing the fuel to burn...thanks for your time"

this is where a dyno comes in handy...

Sounds too rich but it could be a combo of ignition and fuel.

set the timing back to stock which I am sure you could find on line base on that ECU and check again.

If it still persists start leaning out the main jet you idle jet sounds fine, you may want to adjust your accel pump rod as well that could be dumping a ton too much fuel as well...

Suggest timing is way off (flame). Find out the Harley ECU BTDC and try that instead of the buell's.

The first thing I would check is the engine temp sensor and wire. The X1's seem to have a lot of problems with these. It will cause your bike to act like there is an ignition problem. Might sound dump but it's a cheap fix if that is what it is.
