I got 2 out of 4 slightly loosened but working on the others (1 rear, 1 front). I had them soaked over night in PB blaster and I've been using the new loctites freezing penetrating oil. These things are not budging with a 1/4 ratchet. I'm a tad nervous to go with a bigger ratchet size that I might snap off the stud with to much torque. I wouldnt want to get my self in a situation like before (snapped a motor mount bolt off in the head). Any suggestions?

Did you try to budge the nut in the other direction? Sometimes if you can get it to just break free, it will spin. You should try heat, drive punch and a hammer (light to medium strikes) before you do anything else. Good luck…

from my aircooled vw days....
those vw's always had rusted studs and lots of exhaust breakage.once u get it off,i would use anti-sieze compound on all exhaust studs.it keeps the water out and stops the rusting and galling of the threads.if u have bolts going thru mounts,you can use it there too so the bolt shaft wont sieze too.
and...i know u dont want to hear this...
get good drill bits and a tap and die set.maybe even an extractor set.be careful and go slow...dont want any walking bits on a head exhaust bolt.
also..when u are putting something together,just get all bolts started good by hand before final tightening.
