Most of the black wheels I see are a shiney finish. Is this paint? powdercoat? and should it ever peel or chip? Thanks for any info

i had my rims powder coated flat black. and they don't chip.

I see now on Buell.com that the black wheels are called "Designer Black". Any difference??

I realize they would chip under normal wear and tear. Do you think or has anyone ever experienced the deep well inside the rear rim peeling?

If powder coating is done correctly (that is surface is prepared well and curing temperature and curing duration are done to spec) it is very tough and resistant to chipping more so than ordinary paint, however it's not indestructible.

i had my engine cases PC in gloss black and they chiped around the bolt holes.. i had them re-done in flat and no more flaking..

The reason I ask is that I recently purchased some previosly used wheels and the inside of the spokes were peeling. I don't know if I should try to fix/Rustoleum them myself or
consider powdercoating.

You could always Rustoleum them yourself (be sure to sand away all the flaking paint first), and if they come out crappy or peel later, get them PCed.
