how do i get the bearing out of the neck on the frame and out of the swingarm pivot?

Use a blind bearing puller tool. Motion Pro tools sells an entire kit including the slide hammer and a bunch of different size collets for different bearing I.D.'s. The kit has every size you need for a Buell XB.

Just wonder if this is the one and will it also do the wheel bearings? Or is there a need for a tool to remve the wheel bearings at all?

Motion Pro's web site lists it at $249.99. If you have a local Drag Specialties/Parts Unlimited distributer that you are friendly with you can probably get it for a little less. That's where I got mine from. Here is a pic of the kit.

Yes it pulls wheel bearings too. 30mm for the rear and 25mm for the front.

I'm not familiar with the specifics of the situation there, are any of these potential candidates for doing the work?

For occasional use, some of the cheap imported tools make sense. And I never feel bad about grinding on them or whatever to make them work like I do when I grind on expensive tools.

Pit Posse sells the same kit for less than half that. Both kits are manufactured in Taiwan and are identical.
