Did Buell ever make a Parts and Accessories Pro-Series Suspension kit for the '03 XB? (i.e. 41mm forks) If so, does anyone have the part number?

Nope.
There are alternatives though, just not as wallet friendly as the Buell stuff.
I've been thinking of just getting the newer forks and going with them, then I thought, if I'm going to buy new forks....

The shock spring will work.. Not the fork springs because they're for 43mm. BUT you can have the stock ones resprung and revalved. That's one of my winter projects for the race bike.

Rocco have you talked to Trackside about that yet? I guess the guy that owns it now does not also own the website. I have the phone number if you want it.

I hear ya, I'm always weighing price, but still want performance, and reliability.
If I could I wouldn't even think about price, and just go with Öhlins or the like, but that's major $$.
