I never assume these things are. If it looks like rain, I place everything in a plastic garbage bag BEFORE I put it in the sling bag (or saddle bags, or tank bag).

By the way, experience has also shown that the raincovers that come with soft saddlebags or tankbags are completely worthless. Don't even waste your space packing them.

My buell Tank Bag Cover works great..

I've ridden in the rain countless times and I've yet have had it leak...

I keep gallon sized freezer zip lock bags in my tank bag, jacket, and back pack. Great for those surprise showers. Wallet, cell phone, and other things you don't want wet, stay nice and dry.

My tank bag cover starts to fill with air and quickly becomes a flapping chimney in front of my face on the highway. It may not leak, but it makes it impossible to read the underlying map, nor see the instruments.

The sling bag is not waterproof. By any stretch of the imagination. No section of it, not even if you're just running on damp pavement. Ziplock bags and/or dry bags inside. S'what I do. You can get any size dry bag imaginable at your local kayak/canoe outfitters or REI/Dicks type places.
