My factory tires are shot on my 04 XB12s
Who makes a good set of tires for my bike or should I go with the OEM tires?

Can I have any Joe Shmoe switch my tires or do I have to go to the HD dealer?

One more, can I have the factory wheels polished or are they too thin to do so?
What does polishing cost?

Any info would help

Pilot powers are amazing tires, anyone can change them...even you. problem is balancing some shops dont have a long enough adapter so ask. No problem with polishing

If you are not commuting, and mostly sport riding I highly recommend the Pirelli Diablo Corsa.
If you do commute or slab it a lot I'd recommend either the regular diablo, or the diablo strada(touring).
