I was returning home yesterday morning, and as it has become the norm lately it was raining.
This morning I noticed that the rotor was slightly rusted...

Is it not strange that a stainless steel rotor would rust?
I wonder why this happened, I have ridden in much harder rain and this has never happened before.
I took it for a spin this morning and the rust is nowhere to be seen...

stainless steel is a general catch-all name. Stain resistant would
be more accurate. The exact alloy the factory uses in not publicly
available. Don't worry the first couple of times you use your brakes
when they have the rust there they will be a little "grabby" but they'll
be good as new very quickly. Salt still on the roads will contribute
to rusting for a little while yet.

Normal, I don't think there's any brake rotor that won't rust. Least, I've never seen one. It will go away with a few uses.
