It is powdercoat. I think you can find some stripper that will take it right off (No pun intended, but it was funny when I read it.). There are quite a few people who have done it. You can also go buy one if you don't want to mess with it.

I mounted mine in a lathe and "cut" the black off, then sanded it with 400, then polished. Maybe an hour or so in the works. (My rear wheel was already off to swap amber for silver wheels)
