I found an vacuum sensor of sorts just behind the airbox with no vacuum line attached. Any Ideas?

Yes, I believe that is the solenoid that controls full on throttle in 3rd gear.

The previous owner must have "de=noided" it.

This was an EPA requirement that Buell had to meet to sell that bike.

The removal of the solenoid that would force shut the valves at a particular rpm range in 3rd gear (IIRC). It would later then release and allow the valves to open and this caused an unexpected blip of power as you are accelerating.

its probably your baro sensor, does it have a nipple on one end with an oring on it?

Barometric sensor only has wired connection - so you aren't missing a hose - good to go.

And it clips into the base of the airbox and has a hole that is brass lined? If so than ohsoslow is correct its the baro sensor

Nope no Brass Lining, it does clip in the back edge of the airbox with a green o-ring.

Baro sensor, make sure it clips so the nipple is kind of pointed down/sideways.
