I wonder what the numbers of failure have to be for recalls to be issued? Are buell owners just not reporting these issues?

Zero. There have been vehicles that have had recalls before they are ever even sold, including the 1125CR.

More reports may increase pressure from the NHTSA, but they still ultimately don't make a difference.
