If you charge a battery it should be at 12.7V.
If you then turn on the motorcycle and the battery light is on (voltage <12V) then that means the battery did not really charge and the battery is dead.
To confirm use a multimeter to measure the voltage across the terminals, measure the resistance (if its above 1 kohms the battery is dead), or replace the battery.
