1. My tach started surging between 1500-1900 at idle. I took it in to the Harley shop and they said its normal. This just started happening in the last week. Is this normal, or is it worth having another shop look at my bike?
2. While bike is on kick stand I can lift the handle bars and get some movement. Ok or not?

2009 1125R 4230 miles no mods all stock with harness upgrade today, which I was told it was done over 3000 miles ago.

definitely not normal.
And I'm not sure what you consider 'movement in the handle bars' but if you're not mechanically inclined and can't figure out the reason for movement I would have to say its not ridable.
Why are the bars moving? How would that factor in at 155mph? Prolly in a bad way. Get it fixed or get it to a DIFFERENT dealer.
Believe me when I say most HD techs dont know more than you do about the rotax.

my bike does same thing when at idle it surges up and down around same RPM. what could the problem be.

i only have one "buell specialist" here in Perth and they just serviced my bike not to long ago. i dont know where else i could take it.
