theres regular lock and then "parking light" lock right? - i want the lights on, but preferably not the cluster

No there is not if you have the tailight on the cluster will be on also.

It's easy to turn it too far from the on position past the lock. If you turn it all the way in the direction of the lock, you get some lights. Back the key up one detent from there and the steering should be locked with the lights off.
