Is there a rear pillion under the cowling as per the Firebolt? How much higher does the passenger sit? With the longer wheelbase and swingarm does this have a similar rear seating area as the lightning long?

I've seen photos of the bike without the rear cowling. There is a seat under there. As for comfort... who knows?

the tail section (excluding the deeper under tail) and passenger brackets are the same as the Firebolt so my hunch is that passenger comfort is the same as on the Firebolt.

I think the only thing the longer swing arm adds besides 2" to the wheelbase and more stability at higher speeds and a hidden rear caliper (it's very trick) and more strength is a longer tail piece similar to the XBS so that the license plate extends out to the end of the tire.

I wonder how much consideration goes into development of a bike like the 1125r for riding two up? The bike is obviously a sports bike so solo riding is the primary use (I guess), but how much testing is done two up, and are things like springs and damping revised for two people, or developed for solo and just checked that the bike handles safely with two on board?

The passenger ergo is similar to XBR, however not identical. The 1125R uses the same passenger seat and location as XB9R. The passenger footrest is also the same as XB9R, with the exception of the footrest color change. The interfacing subframe mount has the same location forward / rear as XBR. However, the side to side location is not the same as XBR. The location has been rotated outboard 3 degrees. This was done to provide clearance at full bump to the wider swing arm of the 1125R.

Is the whole plastic seat/tail/rider seat the same as the XB also?

Trojan,
The cowl, tailsection bodywork and riders seat are shared with XBR with the exception of the tail having the 1125R badge on the side.
