TERRORISM ALERT IN FRANCE
 
 
 
AP and UPI reported that the French Government announced yesterday that  it has raised its terror alert level from Run to Hide.
 
 
 
The only two higher levels in France are Surrender and Collaborate. The raise was precipitated by a recent fire which destroyed France's white flag factory, effectively disabling their military.














...and before anybody goes all PC on me, it's just a bloody JOKE.... ok?

for anybody who's been privvy to the saga of my DMV-of-California "quarantined" motorcycle (it's a long story -- remind me to remind Court to remind me to tell the story sometime...), the DMV just called, said i'd been badly misinformed when i bought the bike in Colorado last September, that i'd made a good faith effort to abide by CA DMV rules as they had originally been stated to me, and, as such, they are forthwith releasing the "hold" on the scoot and that my registration, title, and license plate should be arriving in the mail in about a week.

PARTY AT THE THUNDERDOME!!!!!!!!!!!!!! : )

UberBear, yes, still some humanity left. the lady from the DMV (director of the "Compliance" division -- sounds like MY kind of place...) couldn't have been any more pleasant. hmmmm, maybe this decision came down from the office of the Governator?

Al, yes, it stays. so, shall we incorporate the hill climb into the 2nd Annual Contest of Manliness???

Remind me to tell you about the time Calif. threatened to extradite me back to California for unpaid vehicle registration on a car that was retitled in Wisconsin before the California registration expired. Yeah, and people wonder why folks want to split that state up into thirds.

Mike: i like California just the way it is, but if they're gonna divide it into thirds i want all the twisty roads in the state renamed Ferrisville (NO CARS EXCEPT CORVETTES ALLOWED!), and the fruits and nuts and illegal aliens can have the rest.

in brief, a Cali resident may NOT purchase a 49-state motorcycle with less than 7500 miles showing on the odo. this is the simplified version, and there are a few exceptions, but this is the gist of it. (See California Air Resources Board Sections 43150 through 43156 here for all the legalese – use the “Browse Next Page” “Browse Previous Page” buttons to cruise around.)

i was told by the CA DMV when i bought the ‘Strom, however, that a Cali resident COULD buy a 49-state scoot with less than 7500 miles providing that BEFORE the bike crossed back into California it had at least 7500 on it, which i was able to accomplish (with some effort) on my ride with JB2 back in September (see "Out of Words", Tale Section).

i was told wrong, however, but took good notes at the dealership in Colorado, including noting the names of the two CA DMV employees who gave me the bum info while i was researching the purchase. this, along with my documentation (motel and fuel receipts and photographic proof that ALL 7500-plus miles were logged outside of Cali), was enough, apparently, to convince the DMV that my intentions were honorable, and they, in my opinion, did the right thing by making an exception and releasing the "hold" on the bike.

I'm surprised too with their gray zoning the letter of the DMV laws. I guess the only workaround would be for you to have taken a 7,500 mile "test ride" on the bike, then do the sales receipt with the new mileage on it.

That's one of the big things I didn't like about California laws, their attempt to control what you can and can not purchase outside their borders. A bit too heavy handed for my tastes. Nice state, apart from the politics and legislation. It's kind of funny/strange in that I'd have to sell some things I own that I originally purchased in California when I was a resident there before I could ever move back there again. But most likely never to be.

Well, after too many web pages and telephone voice trees, I finally got my answer. Share'sies for anyone else who would like to know...

I have a desire to move to SoCal and have been wondering what I will have to do with my vehicles to enter the state, namely my Firebolt.

Cars and motorcycles, as mentioned above, must be over 7500 miles on the odometer.

Outside of fees, that will be determined at time of registration , cars are subject to smog/emissions test. Motorcycles are not subject to tests (yay!).

I was concerned, as probably anyone would, that my lil' friend would be subject testing and/or probing at the hands of some, well, you know. That is happily not the case.

Jerry, did they make you put a charcoal can on your bike?

Bradley, the CARB (California Air Resources Board) requirements i linked to above (CARB rules, but enforced by the DMV) apply only to *current* Cali residents - you should have no trouble bringing your cars and motorcycles in.

call the CALI DMV at 800/777-0133 (tell 'em Ferris sent you) and they can fill you in.

BY ALL MEANS take good notes, including first and last name/s of anyone you talk to and date and time of call - you never know when a little extra information might get you out of a tight spot. if in doubt as to something they tell you, and the item in question could be critical, have them fax the info to you.

still, you should have no probs since you are not currently a resident of this fine state.

YOU can bring a less than 7500 mile 49 state vehicle into the state if you move here. A California resident can not bring a less than 7500 mile vehicle into the state, unless that person is a silver tongued wizard like Jerry.

Used to be they hit people like you up for a big fee when they brought a vehicle in. It was deemed unconstitutional and refunds were made.

As a non-native of Cali who would just soon be a native, because I love this state so much (and have been living here since '83), U my friend have truely worked the system to win! Congrats.

I actually this month fought a parking ticket where my bike was parked in a certain location in a parking garage...and WON...WOW...it does happen!

And I want you to know...this past weekend as Ebear took me down muddy roads laiden with ragging rivers and creeks (only to completely dirty up a black bike that was so clean), we arrived on Ortega Hwy. and your delima was the talk of the BRAG meeting. Your news is good news!

i don't know that i so much worked the system as got lucky. the notes i took in Colorado helped, as did the photos and story i posted here on BADWEB (which i referenced in my letter to the DMV to help corraborate my position as to my overall original intent).

and, as i pointed out to them, i could see no fundamental difference in terms of potential impact to California air quality by me buying a 49-state bike with 7500 miles already on it, which is legal, and buying a 49-state bike with 1 mile (as in my case) and putting on 7500 miles somewhere ELSE before bringing it into the state.

if ya can't dazzle 'em with brilliance, baffle 'em with bs. i tossed about everything i own at 'em, and, really, i think just got lucky.

so, now that i know you'll take your Aprilia off-road, i fully expect you to compete in the 2nd Annual Contest of Manliness Rap-off, Hillclimb, and Bristlecone Enduro Sponsored by American Sport Bike at Oktoberfast 2005.

i hear the loser has to drink light beer.
