The racks for both sets of bags function the same way.

No they don't. The Journey bag mounts are slightly different. The Journey bags latch on the front side and they seem to be slightly lower than the Outdoorsman mounts. Outdoorsman mounts are still available from H-D dealers and from Hepco&Becker. I just wanted to see if anyone had a set around a little cheaper.

I don't plan to use Ulysses Bags I am purchasing a different set from H&B and they can't be mounted with the latch in front. If I have to do welding and powder coating Journey bags won't be cost effective.

I stated "Function" the same way. Not that they were identical.

Gobis, Journeys and Outdoorsman will mount on both sets of racks. You might have to turn them around but ..........

As will other HB manufactured bags.

Outdoorsman bags on Journey racks leave zero room for passenger legs or feet; they shove the bags forward into the peg mounts (as in, interference/won't fit, not "wow, that's close"). That's why outdoorsman racks come with a turn signal relocation kit, to move everything back.

I am going to use Xplorer Bags and even if they fit there is no way I would want to mount them in reverse. As Ratbuell said the Journey bags don't fit. My friend tried to mount Journeys on Outdoorsman racks and they just didn't work.

The original (Journey) bag racks were a custom mount made for Buell specific to those bags. The Outdoorsman racks are the standard Hepco & Becker Racks. They latch in the back and mount the bags a little higher and back further. The original racks were probably due to the Harley influence to discourage the purchase of after market bags.

Well, all we know is that we have three sets of bags and they all fit on the same set of racks.

Three top cases and they fit on the same top rack.

The actual bracket footprint/square/latch/"hoop" arrangement is identical for all HB bags. Any HB bag will fit any HB rack, and clip in place.

Where the particular rack puts that hoop, in relation to the motorcycle (and any interference caused/avoided by that placement)...is a different story.

Be prepared to move the rear turn signals if you find Outdoorsman racks. Those racks try and make the hoop occupy the same space as the turn signal. They must be moved out of the way. The Outdoorsman kit included a bracket that moved the lights to the rear; a simple license plate backing plate with ears pointed to the back, that mounted the signals.
