Honestly the only thing wrong with it is that the small nylon loops that are in the arms for the liner to attach to are broken. I fixed them once or twice before deciding that they really did nothing anyway and just dealt with it. The pic below is not the exact jacket. The jacket has two liners one for rain and one for cold. It has served me well in Northern Illinois so i would assume it would work anywhere.
