I think it's called dangling a carrot.
"We're going to tell you something exciting, if you just wait a couple of weeks!"
Maybe they're worried that people will lose interest, so they say nothing, but put an exclamation point on it.
"In other news, absolutely nothing happened over on Main street, this afternoon. We repeat, nothing happened!"
It gets people talking.

I emailed them the other day and asked when they were going to unveil the AX and they actually emailed me back claiming they had no idea.
Ducati seems to unveil a new bike quite often. Hopefully Buell will follow suit.
