Is there a difference between the 09 and the new 10 rear axle? Are they the same part number?

Huge difference. You need a 2010 axle for a 2010 wheel, and a 2009 axle for a 2009 wheel.

The 10 axle is anodized black instead of being bare aluminum like the earlier ones. You'll know it when you see it.
