I can remember when the only option was a set of custom ordered units from Al Jesse (replete with wait time for the construction of them), but only if you owned a B-mer. IIRC, the KLR was on the list of bikes he was considering making them for but, (gasp), they were ~$500 for the set. I went with a pair of Pelican 1550's instead, discouraged by the wait and possibility he might not build them for the KLR. That I can pick up a Twisted Throttle catalog and find a section(!) on alum. panniers just makes me smile, even if I'm not in the market for them. I remember when I was and there were no catalogs or a dozen cottage industry types selling something similar online via ADVrider or fleabay. I like having my cake and being able to eat it too.
