I have an 09 Uly with the stock seat. I'm 6'3" and could use a little more legroom (my ankles hurt from the angle from my feet to the pegs).

Is it possible to purchase the 06 tall seat as a part? Where could I order one?

Yes, I did the same thing for the same reason. I don't have the part number but Froggy, or another on-the-ball member will be along shortly to give that to you. I like the tall seat a lot better and it is a bargain.

Something I was looking at because of my long inseam is Knight Designs Foot pegs, they are coming out with a 2" drop for the uly, an inch lower than stock

I was gonna try the stock first, but I have a 34" in inseam, so may just help.

If you ask around here, you could probably score an original 2006 tall seat.
I scored one from (forgot name sorry) for $50.
Kinda firm but the height is wonderful. (I'm 6'3" too)
I will probably add sheepskin for long trips.

I'm only 5'11" 32" inseam but I too notice that my knees in my leather Cortech Apex pants tend to hurt at about 80 miles in on any given ride. Sure I stretch them out but I am considering the option of the tall seat. Would it help? At stops the balls of my feet are touching.. Do you think it would be unsafe with the high seat? tanks
