Is there such a thing, say for 20mm ammo? (military of course)
If so, can they be aquired by a civilian?

All the 20 mm ammo cans I've seen were steel cans. Check Army surplus stores, Cheaperthandirt.com, and local gun stores.
I think the old night vision cases were aluminum. A lot of the special equipment cases for putting gear in for Aircraft rides were aluminum. They are expensive compared to ammo cans, but you should see how much they were new.

Some guys are using US Surplus Mermite Food Containers, which are AL and seem to work well. I think you need to gut them, IIRC.

Hey Dan,

They really do seem like a nice option - I was looking at them when I had my KLR...if you visit ADVrider and search 'Mermite' you see them installed on a lot of bikes.

No uglier than the Happy Trails on my KLR! I think they're rather attractive... if you like post industrial modern art. Would also keep the beer colder.

I agree and I can't wait to put an eyeball on one. (or two) I'm considering leaving the liner intact. Just need to look one over first.

It shouldn't be hard to fabricate something that would allow the use of HB locking latches so they will mount to the Uly racks.
One set with insulation intact for use as ice chests.
One set gutted for use as rough service panniers.
The original Uly bags for general use.

This would make the bike even more versatile!

There's a guy in the Vendor forum on Adv rider who is making a mounting system that will work most panniers with any rack. Name is head2wind.
