17.79, +1.07, +6.4%) announced today that its Board of Directors approved a cash dividend of $0.33 per share for the fourth quarter of 2008. The dividend is payable December 30, 2008 to the holders of record of the Company's common stock on December 19, 2008.

I use TD-Ameritrade http://www.tdameritrade.com

but I can't claim to have kept up with the current set of online brokers. TDAmeritrade charges $10 per trade, which is a lot less than you'd pay a regular broker, but there may be cheaper joints out there now.

Seems like a good time to by buying, but then again things could be still on the way down for a while.

I use TD-Ameritrade. Mostly because they are located here in Omaha. Never a problem with them at all. Right now they have a promotion where you can trade free for 30 days and they give you $100.

But with most of the dealers closing down from horrible and sexist service, greedy corporate execs are just trying to make things look good by giving dividends, or something.
