As best I can tell, the guy is riding the bike, everywhere he can and about all hours of the day to and from work and then all the recreational riding he can on weekends. My command (Southern Division Naval Facilities Engineering Command) is being closed and reorganized in Jacksonville, FL. We oversee construction of military facilities in a ~26 state area. I have an opportunity to move to JAX, but I have some serious family conflicts with moving south ~300 miles from here. Thanks for the link; I have been checking USAJobs on a regular basis. I already went through a BRAC once, back in 1995 when the Charleston Naval Shipyard and Naval Base were closed.
